Before registering for public comment, please review the City of Seaside's Public Comment Rules of Conduct and Terms of Participation. Your cooperation is greatly appreciated.

Those attending the meeting are permitted to offer comment on items not already on the agenda or at times when an agenda item calls for public comment. In-person testimony is limited to three (3) minutes per person, unless directed differently by the mayor at the time of the meeting.
If you wish to provide written comment, you must submit it by noon, the day of the meeting. Comments may be submitted by e-mail to publiccomment@cityofseaside.us or through this form. All written comments received by the deadline will be distributed to the City Council and the appropriate staff prior to the start of the meeting. These written comments will be included in the record copy of the meeting when finalized.
If you wish to provide public comment via Zoom, please submit your request to speak by noon, the day of the meeting, to publiccomment@cityofseaside.us or via this web form. Please include the name that appears on your Zoom account (you must register to use this method) and the subject of the public comment. You will not be allowed to participate in this meeting if you do not provide all the requested information or if you provide fake or fraudulent information. To make a public comment through the Zoom link, the device you use to access the link must have a microphone. When you log into the meeting, please make sure the name listed on the attendee list is the name you submitted. It is also helpful for you to "raise your hand" on the Zoom software to indicate you are there to make a public comment so your name will rise to the top of the attendees list. The Zoom link may be found on the agenda page of our website. Testimony through the Zoom web conference will be limited to three (3) minutes. You are encouraged to test your connection ahead of time. It will not be sold, but anything stated during a public meeting may be aired on television or made available for streaming via YouTube if recorded. Any information provided in written or recorded form will constitute a public record and may be required to be disclosed under the Oregon Public Records Law if a request for the information is made according to that Law. The City of Seaside reserves the right to terminate your public comments during the meeting if they include statements that: • are fraudulent, defamatory, harassing, embarrassing, sexually explicit, profane, obscene, intimidating, defamatory or otherwise unlawful or inappropriate; • promote or perpetuate discrimination based on race, gender, color, religion, age, national origin, disability, creed, gender identity, or sexual orientation; • target any ethnic, racial, age or religious group, gender, sexual orientation, national origin, gender identity or disability status; • contain confidential information (e.g., HIPAA-protected information), unless the information is about yourself and you are consenting to its public disclosure; • constitute advertising or solicitation; • contain information that may compromise the safety or security of the public, City of Seaside employees, or those in the care of the City of Seaside; • endorse illegal behavior or activity that violates any law or regulation; • are deemed to be off-topic or to disrupt the purposes of the public meeting; or • fail to comply with the Rules and Procedures applicable to the City of Seaside Council meeting in which you participate.
