The Building Division provides permitting, plan review and inspections services
to ensure that buildings are safe for the citizens and visitors of Seaside. The
Building Department staff, under the direction of the Building Official consists
of a permit/planning technician and an administrative assistant. Two City
Planners are also available for questions pertaining to Land Use approval.
The City's Building Official providesresidential and A-level plan review
services including Fire & Life Safety review. The City's Building Department
provides inspection services for sign and Demolition permits as well as
residential and A-level inspections of Mechanical, Plumbing and Building permits.
Electrical inspections and electrical plan review are provided by
Clatsop County Build Department.
The Building Official and a City Planner are generally available between 8 and 9 am
every morning and available at other times by appointment. General building
and planning information is available during our office hours of 8:00 am to 5:00 pm
Monday through Friday. We ask that you arrive before 4:30 pm when submitting
land use or permit applications and by 4:30 pm to pick up permits that are awaiting
issuance and over the counter permits for minor work (not requiring plan review).
Inspections can be scheduled by phone: (503) 738-7100, by Fax: (503)738-8765,
or in person. Inspections are available Monday through Thursday. Notice is needed
up to 9:00 am for an inspection on those days. The Building Official arranges the
order of inspections at 9:00 am and he can be contacted at that time to get an idea
when he will be in your area.
In addition, the Planning Director and the Building Official are part of the City's
emergency operations team. The City's Building Official and our City Engineer are
certified and provide post-event evaluations of potentially damaged buildings and
infrastructures within the city limits to determine if they are safe.
Plan review for one & two family dwelling typically takes between 2 and 3 weeks.
Land use approval is required prior to an application being considered complete
of acceptance for plan review. Commercial structures evolve an additional
review by the public works office and take addition time to process. Please note
that the complexity and completeness of all plans will affect the review time of
construction projects. We ask that you contact the Building Official to schedule
a preliminary review meeting for larger commercial projects to help identify
potential information that can assist you in your design.
